Which products and materials are covered?

Circular 46/2026 took effect on 5 November 2026. It covers investigational medical products for clinical research, peptide raw materials for pharmaceutical compounding and preparation, and products or materials for laboratory research. Finished peptide medicines with valid UAE marketing authorization or EDE emergency-use authorization are excluded, including still-valid legacy approvals issued by the Ministry of Health and Prevention. Those medicines remain subject to the controls applicable to their classification and authorization.

Quarantine immediately and submit inventory within 30 days

Segregate and securely quarantine non-compliant stock immediately. This includes products of unknown origin, products unauthorized for their intended use, and materials held for compounding that are ineligible for it. Keep affected stock out of use, prescribing, dispensing and supply. Follow EDE’s instructions for recall or final disposition and obtain its prior written approval before returning quarantined stock to circulation.

Healthcare and pharmaceutical facilities must inventory all in-scope stock by regulatory status, source and intended purpose and submit their lists within 30 days of issuance. Healthcare facilities submit to their competent health authority. Pharmaceutical facilities submit to EDE or the health authority, according to jurisdiction. Health authorities forward the lists to EDE within 15 days of receipt. The 30-day window applies to reporting. Quarantine applies immediately.

What an annex listing permits you to assess

An annex entry identifies a specific material and its restrictions. It confers no automatic authorization to import, compound or use it in humans, and does not automatically cover other salts, molecular forms, routes or mixtures. For compounding, EDE assesses the material, source and pharmaceutical form individually. With prior EDE approval, licensed medical warehouses may import listed pharmaceutical-grade raw materials and supply them exclusively to licensed compounding pharmacies.

Human clinical research requires the applicable EDE product approvals and the relevant clinical, research and ethics approvals. Laboratory research materials are restricted to non-clinical research at licensed entities. Materials labelled for research use only or not for human use cannot be administered to humans or used in pharmacy compounding.

Practical compliance checklist

  • Record exact identity, form and UAE regulatory status. Verify any claimed finished-medicine exclusion against the valid authorization.
  • Compare the label, purchase records and actual use. Record whether the material is for clinical research, compounding or non-clinical laboratory research.
  • Document manufacturer, supplier, grade, lot-specific certificate of analysis and transport and storage conditions.
  • Match the applicable product approval, permit and facility licence to the activity. For clinical research, also check the approved protocol and relevant ethics approvals.
  • Record lot numbers, quantities received, used, supplied, returned, quarantined or disposed of, and receiving facilities. Retain records linking each lot to the supply chain.
  • Secure affected stock, submit the inventory through the correct channel and record regulator instructions and recall or disposition evidence. Healthcare facilities should arrange clinical follow-up for exposed patients and suitable alternatives where needed.
